A flagged finding pre-fills the issue panel in the runner — the crew confirms it; nothing files itself silently. Detection must also run on-device for offline capture (Mobile pillar substrate).

RULED (founder, 2026-07-13) — DQ-14: v1 branch conditions may reference only answers in the same form. The builder forbids conditions on external/online-only sources, so a branch can never be unevaluable offline — the failure class is removed, not handled. External-source conditions are deferred (if they return: branch shown expanded with a "couldn't check" marker, never silently skipped). The branching authoring UI is now unblocked and lands in a coming batch (INS-21).
